Ya, I think Lee has this pretty easily. The only thing that would potentially give Naruto the edge would be Frog Kata, and in Sage Mode he's probably more physically powerful. But even with SM I doubt he's faster than even Lee's base speed, and once he goes 5 gates, potentially 6 or even 7 (though I don't know if he's mastered it to that extent), the fight's over.

Double KO, naruto has good reaction time in SM but Lee in 8 gates would win with low difficulty. I only say double KO if Lee goes 8th gate.

Naruto Wins, SM gives him Sensory abilities which are the best shown so far and its 6th sense he gets so it's not classified as ninjutsu and can be used in this fight. Naruto's clone was able to sense the 3rd Raikage's attack and I have no doubt that even at 8th gate Lee's speed will past the raikage's speed. I'm basing this off Guy going 7th gate against Kisame, he still had problems with Kisamead his speed wasn't enough and Raikage is close to Naruto's KM speed and Guy is faster than Lee as far as we know. Also in SM Naruto has a 1 hit killing blow and he can do this even if Lee blocks his attack. Lee has no knowledge on Naruto's frog kata or could he risk getting in close to Naruto since Naruto would sense all of his attacks

In Base I can see Naruto more on the defense than attack since his combos uses Shadow clones.

Rock Lee stomps. Naruto in SM only gains some speed, strength and durability and a slightly extended reach. He isnt the best in taijutsu. He is just using his own style enhenced with frog katas. He isnt a master like Lee who trained his whole life in the art.
