Yeah. I hate it when people make versus matches, but get rid of someone's special abilities so that their favorite character can win. Just make a fair match where everyone has ALL their abilities. Give credit where credit is due.

I say Jiraiya very high diff only because he knows so many more techniques.

Jiraiya because he is basically narutos teacher. While fighting I'm pretty sure jiraiya would read him like a book. Jiraiya also has more combat experience and more variety of jutsu. Pain himself admitted that jiraiya would have beaten him if he knew his secret. Jiraiya is strong and not to be underrated my friends
