Considering that the wood style is able to kind of contain the tailed beasts, I'm going to say Hashirama takes this.

none of the bijuus were perfect jins, especially jins who can produce 7 clones, massive chakra arms, biggest bijuudama ever seen so far which countered 5 combined bijuudamas, toad summons which grants naruto toad oil bullet and toad confrontation chant, SM clones which give him sensing

the clones are inside the big fox chakra cloak. to spam kagebunshins, naruto would have to leave Bijuu mode and use kyuubi chakra mode.
