shukaku didnt have control of gaara long enough to gather all of his power. that and the bijuu's lore was barely developed in part 1 hence why gaara is the old one with a chakra cloak U_U

I think he could've used a TBB.. if I remember correctly Gambunta did say that the longer the fight lasted the stronger Shukaku would get so I believe that is why he couldn't use TBB just yet because he wasn't at full power. Naruto punched Gaara awake before Shukaku unleashed his full potential.
