there is a multitude of ways that the kages can beat naruto. naruto is basically fodder for jinton. if he gets hit once he dead and thats basically gonna happen since hes such a huge target.

in bijuu mode naruto sacifices his "speed" for power. Ay and onoki working together can greatly damage him. Ay and onoki speed blitz him and:

tsunade is strong enough to make naruto fall over then the kages can go on a feeding frenzy. Ay already has experience dealing with tailed beasts. he was able to cut of hachibis horn so he could do damage to BM naruto in V2. gaara can use sand tsunami to bury naruto after tsunade topples him.

onoki and tsunade can also use super jinton:

mei can be a support with her lava release techs. also her hidden mist jutsu will effectively blind naruto. sage mode chakra sensing wont work because the mist itself is made out of her chakra so naruto wouldnt be able to sense her specifically. her water dragon technique can also distract naruto for a few moments while Ay and onoki speed blitz behind naruto then send him flying across the battlefield

tsunade by herself would cause naruto problems. he wouldnt kill her easily. she was knocking down madaras susano clones despite being impaled by their swords. she knocks him down using her super strength and while gaara, mei and Ay stall naruto, onoki and tsunade finish with super jinton.

What if a few clones pick off Onoki, making A an easy target for Naruto or his clones? For sure a few clones can defeat the other Kages, and Onoki will have to leave A and start fighting at one point.

Yeah, but the clones would only be able to be taken out by A. If there's about 15 clones + Naruto, a few of them can throw in a few Rasenshurikens and at least kill Mei and possibly Tsunade (if she can't tank Rasenshuriken).

if naruto goes into bijuu mode then he will be big enough for tsunade to get a good hit on him to knock him down. in that state naruto will be big enough that onoki can easily weigh him down enough that he wont be able to move.

onoki and gaara put up a sand and golem defense or onoki makes his rock golems grab the kages and go underground.

I honestly believe Naruto would takes this to be honest. As long as he manages his chakra wisely. If he starts off in chakra mod, lets say he makes 20 clones = 4 for each Kage.

There:
1. Raikage - Naruto beats him in speed and has the advantage with wind jutsu attacks. If sage Naruto can beat the third Raikage then chakra mode Naruto should beat Ay no problem.

2. Mizukage - she's as good as dead against 1 Naruto chakra mode clone. 4 is over kill, she's wont be able to touch Naruto, Naruto will just over power her in the end.

3. Gaara - Naruto has beaten Gaara before and he will do it again. It will be a struggle wih Gaaras ultimate defence, but Naruto has gone some pretty powerful jutsu now. 4 clones should be enought to push Gaara back. In positive Naruto would out best Gaara in the end.

4. Hokage - Tsunades healing ability will be a problem, but one hit with Rasenshuriken and she wont be able to use any chakra or move for that matter. Naruto would be too quick for her and will struggle to land any blows on Naruto.

5. tsuchikage - Ohnoki is the main problems, as long as Naruto us alert he won't get caught in any dust elements, he's too fast for that, besides Ohnoki may only end up wasting the jutsu on a clone. If Naruto can deal with the other Kage and then save biju mode for Ohnoki then all he will need is 5 mins.

This is what I believe anyway, just my opinion but I think Naruto could pull it off.
