Ill Start With DBZ Villians

-Frieza(Very Iconic, a lot of history a lot of destruction caused by HIM, 8/10)

-Cell(Probably my favorite villian, Cell was nearly unstoppable(9/10)

-Buu(Very well made but not my favorite(7/10)

-Nappa & Raditz & Vegeta(Their introduction was nice and them being the first saiyans was refreshing(8/10)

-Android 13-20(Well made 6.5/10)

-Cooler(more boss than frieza(8.5/10)

-King Cold(underdeveoped(3/10)

-Lord Slug(Don't remmeber much ill just go ahead and guess 6.5/10)

-Turles(very cool, used Gohan against Goku 8.5/10)

-Ginyu Force(Refreshing and boss cause my friend looks like Recoome and i got jokes outta it 7.5/10)

-Team Dosu(Dosu gets 7.5, Zaku gets 5, Kin gets 4)

DBZ has generic ass villains, The problem with Naruto tho is that they start out amazing but they're all fcking lame by the end.

Nagato with the conversion, Tobi with the unmasking, Madara being revealed as Zetsu's pawn etc

I guess ill just remake your list to my liking.
Frieza - 10 (The one that started it all(excluding saiyans), unrivaled intimidation)
Cell - 9 (Not quite Lord Frieza level but pretty close)
Buu 8.5 (Inferior to the other two, but he had some great moments, specifically super Buu)
Nappa, Raditz and Vegeta - 7 (Nothing compared to the later villains, but they were a nice introduction to DBZ)
The Androids - 8 (I love all of them excluding 19 and 20. But 16 continues to be one of my favs)
Cooler - 8 (Cool, but doesnt compare to Lord Frieza)
King Cold - 4(underdeveoped as you said)
Lord Slug - 5(Meh.)
Turles - 8.5(Goku, but evil? Amazing.)
Ginyu Force - 8(I love these guys.)
Dildoria & Zarboner - 4 and 7 (Dildoria was boring, but I liked Zarboner)
Broly - 3 (Overrated and one dimensional. He's a villain because Goku cried as a baby. Just no.)
Coolers Armoured Squad - 4 (Boring. Ginyu force is immensely cooler.)
Turles Crusher Corps - 5 (Meh.)
Dabura - 7(Nice villain. He was cool like you said.)

Team Dosu - 7 Dosu, 6 Zaku, 5.5 Kin(They were cool. Lee should've solo'd with gates though.)
Zabuza & Haku - 8 and 4(Zabuza was cool, Haku was dreck.)
Orochimaru - 10 (The Frieza of the Narutoverse)
Sound 5 -Tayuya 8, Jirobo 7, Sakon/Ukon 7, Kidomaru 7, Kimimaro 9 (A squad of cool, underrated individuals)
Gaara - 5.5 (Meh. He was much better as a hero.)
Hidan - 9 (I fücking LOVE Hidan. Hes a maniac.)
Konan - 5 (Meh.)
Sasori - 7.5 (Lost to a little girl and his grandmother. Still manages to be cool)
Deidara - 9 (I made a whole thread about how i share his viewpoint on art. I relate to him.)
Kakazu - 8 (Hes a cool guy.)
Kisame - 8.5 (He was amazing.)
Itachi - 6 (He'd be a 10 if it wasn't for the fact that he's overwanked every 5 seconds.)
Nagato - 7 (Cool, but imo Pain >>>>>>>>>>>>>> Nagato. He was cooler)
Tobi/Obito - 6 (Started a war over a childhood crush. No. "Tobi" Was cool though.)
Kabuto - 8 (I liked him better as an assistant rather than his own villain. Cool nonetheless.)
