They are a bunch care-bears compared to other villains. Oro is Kishi's way of lashing out at things like
Wife not cooking him dinner, his boss making him write and draw another movie where they use stuff that he does not want to use in the regular series like technology, his puppy popped on his floor on his way to work.

So he creates and make oro to satisfied that need to lash out

Besides that you get two confused individuals. one who game plan involves the moon and boredom and the other one who wants to be a tail beast. I mean you know it was going to happen Obito knew it was going to happen when Madara broke it to him in a underground cave.

Zabuza can be-
A) That fodder from the first series that got owned by non ms Kakashi and used a whole of 6 different jutsu.
B) Brutal Assassin that can meld into mist that he creates, killing large groups of people silently with a huge ass blade.
