Madara. All Sasuke does is cry about his sad life, his entire meaning of life was based on a lie and hes just a crybaby.

Madara a crybaby sometimes as well, but at the moment hes just like **** this shit imma kill u all idiots.

Madz is clearly the better villain. Sasuke's motives were "omg u kelled mah pernts pls no i keel u now omg '
Madara literally made a plan that spanned over a few generations and came back to life to unleash some whoop-ass.

Madara. He's a badass and has the qualities of a true villain.

Madara by far.

His past screams so much for his change of personality and a person. It made him see that the world's system will be painful and fearful. So, he decides to change the system into something that people don't have to experience his past. He uses experiments and people as pawns to move up his plan. Thinks his ideals are laws of nature. Perfect villain.

Sasuke is just this guy who wants revenge for his brother. A lot of villains have the same motive. Not much of a depth.​
