The problem with Naruto is that he go around saving people and never lead them. He don't even think about the pain that another person will be going through from being save.
The 1st hokage and Naruto are terrible and unrealistic. They was only able to achieve their dreams due to their godly strength. They was destined for greatness. Neji's speech about it was right the whole time. Switch Naruto and the 1st hokage with anybody else(not sasuke or Madara or itachi), they wouldn't be able to pull off half of the shit they done. That's why they're unrealistic.
They're giving out this false illusion of everybody can be save and that there is no such thing of making a hard decision. Through out all manga and non-cannon movies, you see Naruto questioning or not listening to the 5th hokage or kakashi when they give out order or say this is must be done. Naruto is promoting the idea of if you don't agree with your leader, go behind their back and do whatever you think is right.
Naruto is indirectly hurting others by saving them or not letting them have it their way. That's selfish and make him no different from any other villain.
