Stupid question. There is no way to compare how strong/fast these characters are against each other. I have a few points in both ball courts.

1. In Bleach, there seems to be an ascending "power level" similar to DBZ where some of them are clearly miles stronger and faster than the other characters, who in their own right are impressive. From this we can derive that the strongest bleach characters are pretty damn strong.

2. In Naruto, the shinobi have a variety of skills and jutsu that far outclasses the variety the typical shinigami shows. They do have spells, but in general they appear to be worthless or only the extremely brilliant among them can even use them (hint: not Ichigo at all). While it's great to have one really strong ability (bankai) i'd rather have an array of menacing special powers.

Vice-Captain and higher characters have to have their powered seal before they even set foot in the human world.

In Naruto the attacks from the strongest character can destroy mountains. However in Bleach the aftershock of attack blocked are enough to level mountains.

Plus Naruto can't see spirits, ergo Ichigo.
