Power levels in Bleach are inconsistent and illogical.
At least Naruto has some well established rules which makes it easier to understand your average shinobi's power.
Naruto has straightforward powers and strategic battles. The characters have simple elemental powers, and a few other types of offensive moves, but they use it in an intelligent manner and always have the battle revolve around careful planning.
Bleach, on the other hand, has powers which offer quite a bit of possibilities from a strategic standpoint, but those powers are NEVER used in any other way than "use it to slash someone". Seriously, we've seen tons of shikai and bankai which could have incredible uses, but in the end, it's always "Slash, explosion, slash", rinse and repeat.
Now let's think about it for a while. If Naruto is the King of asspull, then Ichigo most definitely is the God of it. Of course for a fair fight, you'd want to take in account only what has been shown thus far. So :
Naruto - Has the power of a demon that is able to create bombs so powerful they blow up entire villages. Can use the power of Sage Mode to feel Nature Chakra, and can also "feel" peoples intents and emotions. Really good strategist.
Ichigo - Poor strategic abilities. Also possessed by a demon, but the power of said demon is REALLY inconsistent. Has Quincy powers which apparently give him some better defensive and offensive moves, not really extended upon.
Ichigo is pretty strong, but I highly doubt even is Inner Hollow could pull a Bomb as destructive as the Bijuudama. In my book, Naruto wins, considering they're on about equal grounds strenght wise, but he has more "assets".
That being said, look how easily Aizen fooled the entire Soul Society with a few illusions. Man, any Genjutsu user would WRECK the entire Bleachverse.
