No he was not,like Illuminater said it was a collaborative effort to make Sasuke strong. He grew over the course of the series. Naruto played one part of the puzzle in his life. It was Orochimaru who gave him the CM and made him resistant to poison, improved his Raiton attacks through the 3 year gap, then Itachi eyes which gave him new life to hone his optical genjutsu. Hagoromo gave him the final pushover into what he is today as an adult.
