Naruto Uzamaki: Officially the Worst Hokage?

We will be looking at and comparing all of those who legitimately held the title of Hokage. They will be judged and graded upon their accomplishments, noble feats, leadership, and achievements done while holding the title of hokage to figure out who is the best and worst Hokage. We will limit our comparisons and observations to things done under the title of Hokage (From Election - To Resignation/Death). All things done before or after holding the title of Hokage are null and void.

Grading will be done Accordingly; Pros - Cons = Overall Score. 5-4 = A 3-2 = B 1-0 = C -1-(-3) = D -4-(-5) =E

I +repped at first because of effort and grading the Kage is an interesting idea, but this is really just a Naruto hate-thread. Helping to defeat Shin is a positive. Being a lynchpin in maintaining good relations with the other four Kages is a positive. He's got the best foreign relations of any Hokage. And people need to stop saying Naruto is dead when it's a shounen manga and Kakashi literally died and came back to life, never mind that the wording is deliberately vague. Finally, he succeeded where Hashirama through to at least Hiruzen failed, in finally settling things with the Sasuke (in prior times, it would have been Madara or the Uchiha Clan in general).

Wasn't Hokage at the time and most/half of that credit literally goes to Sasuke and or the edo and also the kages even while getting solo'd by Madara.

Naruto did big but little things as an individual compared to others mostly getting saved in the process of those things he did.
