Prove Madara shot that attack from point blank range first than we talk. Use manga and not anime source.

You see that TSB stick get cut on. Let assume Naruto hold that stick vertically and align with his body and head position.
You saw the tiny swing lines. The lines that representing a movement we can found in every manga/comic.
The TSB stick can only be cut possibly if Madara moving his head from left to right(cutting movement) and impossible if he just fired the attack toward Naruto directly.

If you look at the video carefully, Madara actually fired the technique not directly toward Naruto like you are thinking here. Thats mean no point blank range here as. The light actually direct by Madara's head. You can see the light start a bit left from Naruto position and moved to the right by Madara. It left Naruto a small space to react to Madara's head movement. Its hard to see because of the viewing position.
And I dont even see LS or even relativistic movement by either Naruto or Madara here portrayed by anime(it studio perriot afterall).
The speed is in Madara control here and not the tech. The Nature of that tech is the same but not Madara's head.

Naruto ducked so its not like how he evaded the way raikage's punch, but naruto ducked you won't see the speed since its just him ducking, but ranton kouga was fast, extremely fast, and going by anime, madaras head did'nt turn all the way, go rewatch it, madara shot it straight (not exactly straight but at mots 95 to 100 degrees) that's if you want to believe what the anime did, and the distance between madz and naruto aint even as long as madaras arm
