Yea. Both him and Sasuke don't seem to be using full force yet. Sasuke hasn't even use sharingan techniques yet.

Naruto and Madara both have Hagoromo's ability to use and combine the elements as they please. Lava, Magnetism, Storm - it's only the beginning.
