Obito kept preaching Itachi, claiming if he knew more about himself he'd be dead.

He also waited until after his death to attack the Leaf again, it really shows how scared he was of Itachi.

Kaguya, Hagoromo and Current Madara should have their own tier. They would stomp the likes of Naruto, Sasuke and The Sage's sons.

Juubito should be tiers above Kabuto and 8th Gate Gai.

I'm pretty sure Edo Hiruzen is Hiruzen's prime.

Nagato should be tiers above the likes of Jiraya and Itachi.

Chiyo is far too high.

Shikamaru is far too high. Sakura, Tsunade, Hidan and Konan would all stomp him with almost no difficulty.

I could see Edo Hiruzen being close to Prime Hiruzen, my problem is that Edo Tensei only allows a certain amount of chakra output at a time (ex: Hashi could only make 4 clones + four red sun barrier, while Tobirama could only make 2), it was established that his old age severely limited his chakra pool. Prime Hiruzen is probably an overestimation, but I still feel like until it's proven completely wrong then nothing can really be done to change his rank. That's why I put the * though so it means it may not necessarily be his true rank.

I'm not going to change Hagoromo and Kaguya's spot because we haven't seen anything from them, I may just put Sauce/Naruto/Indra/Asura/1 eye Madara a rank below. That way Juubito won't look ridiculously underestimated.
