I've edited my list from earlier. But Im going to us ranks like DA, but I'm going to do it a lot different.
I wanted to give more relevance to the Kage tiers. Also, no Edo forms and no theoretical forms (healthy Itachi)
The characters aren't in order.

I would like to keep his listed updating, so plz let me know if I missed a character or there should be anothe tier or what not.

Listen, ANBU is supposed to be higher than jounin. Not hateing or anything, but this list is missing something.
