I think one of the conditions of being an official genin was to be connected to a village
so sasuke and kabuto etc etc etc are all dropped from the list.

I'm not sure if SO6P is a genin, since in his time, I don't think people were ranked. If he is a sage, then I'm wrong, but I'm not exactly sure.

Even if he is a S-rank criminal he is still a Genin.
S-rank criminal just means you are a high priority criminal and if anyone see's you it's kill first ask questions later.

As for strongest genin it is:
Sasuke and Naruto for 1st and 2nd. (Can't really say who is stronger till they fight)
Then Kabuto (IMO)
and lastly Kohonomaru and the thousand year genin for 3rd
