wth ? Pain is not even a "technical shinobi" he's no more of a Genin then a chunin

do you have to be a chunin to be a jounin, because it doesn't seem like you need to take a test or anything so shouldn't naruto be able to be promoted to jounin.

I think one of the conditions of being an official genin was to be connected to a village
so sasuke and kabuto etc etc etc are all dropped from the list.
