you need to have taken the chuunin exam to become something higher then a genin.
edo pain is stronger then naruto (it took all three of them to beat him)
pain never took a chuunin exam
therefore pain is a genin
furthermore was there a chuunin exam at the time of the so6p??
most likely: NO
therefore technically so6p is a genin

Well he is genin ranked in the narutopedia thing. Sasuke was a genin when he left konoha, he never reached chunin, so he's still ranked genin in the pedia also even tho he's a criminal.
