Naruto the Pirate King, Luffy the Hokage. Which goal is harder?

What goal is harder? I think Its being a Naruto but living as a pirate is much harder. Comment on what you think.

I've only read between 100-200 chapters of One Piece but it seems that being the Pirate king is much harder by estimation

Pirate King is a lot harder

Pirate King is waaay harder. Naruto's pretty much the second or third strongest ninja who's currently alive, not edo, in the entire Naruto world. His Hokage spot is soon to be guaranteed.

Whereas Luffy has just entered the New World, and isn't nowhere near being the strongest.
