Naruto is legendary. No one really thinks about how legendary he really is. Naruto started off as a nobody. A teaser and bullied child by an entire village. He had no family. He was weak. The only jutsu he managed to learn was shadow clone jutsu. He started off with little chakra control. But then the legendary sennin jiraiya stepped in and trained him. He saw potential. Instead of teaching naruto a variety of new Justus, he sharpened his sword and focused naruto on the things he already knew. He made naruto strengthen his abilities. Ever since jiraiya trained naruto, narutos growth was perpetual and inevitable. Naruto slowly but steadily evolved in power. He learned nature transformation. He gained more and more control of the nine tails, an extremely power tailed beats and the strongest of all the tailed beasts. He mastered sennin art and sage path. He was controlling amounts of chakra that rivaled a jubbi jinchiruki. This is the same naruto that in the first season couldn't keep his shadow clones out for too long. Naruto had a dream and hit what he wanted. He worked towards what he wanted. Hard work and dedication hit him what he wanted. He believe in himself hard enough. Naruto is the most legendary hokage. Sure hashirama was strong but could be fight kaguya and live to tell about it? Given power up or not, it's undeniable that naruto is the most legendary hokage. In literature, a legend a widely told story about a hero in the past that may or may not be true. Naruto has earned that title. The children in the Boruto movie and the last movie idle him. He's a cool hokage. He's the hokage that's the most in touch and sync with the youth. They are the future so that's best.
