It's not their fault.

-SP has other series they work on
-Naruto gets filler periods instead of actual seasonal breaks like most anime, this causes consitancy problems and different artists working on different episodes, which explains the quality drops.
-SP has have to animate 2 movies basically back to back
-SP has had to take time to animate for the games as well

There's studios who also product multiply anime and movies but their stuff still looks good but I guess different studios can only handle a certain amount of things.
