Chakra doesn't equal stamina. It's bred from both spiritual (willpower) and physical (stamina and effort), which allows it to become a new kind of energy in order to pull off supernatural feats of power. With the use of this, you can than utilize jutsu, which are in the realms of power's in ninja. Everyone that has some use of ninjutsu has a certain capacity for using techniques, Naruto has a large chakra capacity (one of the largest seen yet), due to his housing of the Fox, Sakura is probably average (due to her not showing much in superhuman powers except for her immense control, or so they say ) chakra. And Kakashi is known to have lower levels of chakra than at least Naruto or Sasuke.
With this, the use of jutsu comes into hold, their are usually rankings towards jutsu the highest being S and the lowest being E, with this it tells how much consumption of chakra can be seen by using such techniques (usually), with the largest rankings having the most use of chakra, low-level users of chakra could result in their own deaths in even trying to use S-rank techniques).
There are three types of jutsu. Ninjutsu, Genjutsu, and Taijutsu. Ninjutsu is the use of chakra to perform tasks usually having to do with a certain superhuman skillset (summoning techniques, elemental moves, or doujutsu skills), genjustu which uses the bodies senses to trick the senses of the opposition through whatever parts of the body they affect which are (sight, smell, hearing, touch and taste), which allows them to create illusions. And taijutsu which is the use of the body in combat, it is one of the least used styles of combat for a ninja it uses stamina instead of chakra (ironically a lot of people in Naruto use close-combat skills, lol), however, chakra can be supplemented into the attack repertoire. There are many sub-styles of combat as well.
