Judging by how drastically Lee's speed increased when he went five gates leads me to believe that Gai beats him :y

Even if his speed, range and strength increase when in SM, he didn't even manage to take out Deva Path when in SM. And since Taijutsu is Guy's speciality, I think he takes this :y
