Right now Naruto is the strongest, but then Sasuke will get an upgrade. They are constantly switching places, for example SM Naruto would had given a spanking to Sasuke when he just got MS and even Tobi said so. Now Sasuke has EMS, too bad Naruto is already passing beyong simple KM and is on the verge of becoming Madara level in the incoming fight, possibly by making a full alliance with Kyuubi. But it wont last long, Sasuke will get boosted beyond EMS.
Only Uchiha purist thing that Sasuke's final power up is EMS. And Naruto's final power-up isnt going to be full 100% Kyuubi chakra either. Naruto has at least "that" jutsu and combining 100 Kyuubi + SM as possible power-ups.
