No, that game will come out after the manga and show has ended and they need new material.

I just hope it has new movesets for characters(at least Tsunade and Orochimaru). Also I want Shizune and Anko as playable characters. If I'm not getting them as playable I won't buy this.

It's very unlikely. CC2 seem to be focusing on gameplay aspects and updating the roster, so they can't afford to spend time making a character creation option. Even if they did decide to include one, it would be extremely basic and require a few more iterations until it achieves the level of detail many of us would like. Look at the early Soul Calibur games' character creation, for example.

We might see character creation when the series has finished, but it'll be a while before then.
