For me, I think they should skip story mode (we've seen how good they are with them but don't we all want a COMPLETE story mode and with a proper ending unlike in Storm 3?) and instead focus more on updating movesets of characters and tweaking gameplay.

This is true. They should make all of Naruto and Sasuke versions one character. They should also have a menu of different movesets to customize and select, because it seems all the Top-Tier ninjas have so many moves that separate version have to be created.
