Naruto Storm 4 Characters

Anybody here have an idea what software is used in 3d modelling the naruto storm 4 characters? I am just so amazed how the developers put the anime characters in 3d and at the same time using the anime 2d art style element, and I want to learn how to do it

Looked around and couldn't find anything about what was used.
Though what you want to know how to do is pretty much this, but more complex.

They don't put the characters into anything. ._.

Its a method of 3D modelling called cell-shading. You can do that in more than one program.
