Well I use (True Spear) Sasuke.

Probably the strongest is Mifune tho. The dude is fast as hell and once you've mastered chakra dashing it's over.

Basically everyone in the top tier. For me though, the strongest are Mei, Goku Naruto, Suigetsu and Hanzo.

Snake Cloak Kabuto? Han? Underpowered? DAFUQ.

Thing is, though, there are really no 'tier lists' beyond Mifune and Masked Man being OP as shit. The game is simply a button masher, not a real fighter TBH.

Snake Cloak Kabuto? Han? Underpowered? DAFUQ.

They're pretty lacking. Kabuto's IA would probably boost him up to balanced in my opinion. Han's attacks are largely detatched and all involve launching yourself at the opponent. Even his awakening isn't much to write home for. Everyone's going to have different opinions- this is from what i've seen online.

And just because the game doesn't involve dexterity combos doesn't make it shallow, it can still be analysed with fighter terminology. Bc in my opinion Mifune isn't even that much of a broken character. The fact that i'd think of sasuke, minato or neji before those proves at the very least it's not as black & white as you put it.
