he is currently a gennin but honestly rank is for your standard ninja as a classification. Its to show the skill level of those no name nins who arent exceptional. Also as far as using two elements, becoming a Jonin doesnt mean they magically unlock a second element for you. Its reversed in thinking, a characteristic of almost all jonins is that they can already control two or more elements. I bet yamato has always been a wood controller which is some form of combo between the basic elements. Remember also that sasuke has had control of fire from the beginning and then while still in the old series picked up lightning use, so if that were the only criteria for jonin(which i doubt is true) he would be one half way through the old series. Also to the gaara comment, becoming a kage isnt really part of the ranking system in that you have to work and climb the ranks. A village in need of a kage will elect who they think is the best leader based on strength, leadership, and many other factors. Its like electing president, all those congressmen worked up from local gov't jobs but on the same token being a congressmen doesnt guarantee a presidency in your future, also one doesnt HAVE to be a congressmen to become president its the peoples choice.
