Without Kurama, Naruto would have infinite Sage Mode. So it would have been a totally different direction of power ups for him.

Without Kurama he'd likely be on Jiraiya's level. He'd have his rasenshuriken easier as well. He would not need Yamato or Kakashi to watch him master it. He wouldn't be stronger, but he'd still be a top tier ninja like Jiraiya.

He already beat the 3rd raikage with a sm clone. Quite a few people on that list are very questionable.
