I would say naruto is extremly fast he beat the ragki in speed and does not need to mark his location to teleport

the maker of the thread clearly said reaction speed, we all know naruto is the fastest on foot but minato's FTG is instant nothing can react faster than instant transmission

gai and lee have the fastast reaction speed - they practice all the time so they can react without thinking

naruto and minato use space time jutsu for their fastest speed its probable
it takes a split second or more to activate.

raikage also uses a jutsu for his speed so same as above


if your queston is who has the fastest jutsu i'd say naruto's space/time jutsu is fastest
