I have to agree with these two. If Naruto led an invasion against the cloud (especially a random one with no provocation) then Naruto would just be ruthlessly trampling on the peace that everyone worked so hard to create, and that he himself is a massive known proponent/contributor of! It would be a massive display of hypocrisy on Naruto's part, and the other villages would be rightfully alarmed and pissed. They wouldn't just sit still about this.

So Sakura like Naruto stopping Sasuke in Part 2 is the only one that can stop Naruto and his tyrant war
