The 2nd was a jealous oppresive person who was responsible for internal strife because he wanted to carry on the will of his father.
The 3rd didnt have backbone he let Danzo and elders run the village and walk all over him. When he could have made a difference he stayed quiet.
The 4th was an excellent shinobi with 2 jutsu but even he failed his village he did nothing to change the anti uchiha policies which led to todays events. He failed his students what kind of lesson did he teach them.

All in all Hogake are failures when it matters. Naruto shouldnt be there even though he is a failure in some of his qualities. But he stands firm to his commitment unlike the fodder 4.
