Well it' Kishi who is making Naruto act like that he shows Naruto thinking strategic a few times in the war but then add him acting clueless as well. In this situation I agree with others who said Naruto was only worried about the kages, yes he fought edos before so know they will be ok but Naruto most likely wasn't thinking of them as edos but as his comrades, fellow leaf ninja, his heros aka the Hokages. Naruto didn't fight with comrades who were edo except Itachi and it was 3 vs 1 with the odds in their favor. Here Naruto sees the 3rd who was played a kinda big role in Naruto's live growing up and the 2 kages who took part in forming his home village. So in my opinion he reacted like he would to anyone of his comrade.
