Sasuke definitely gained a substantial chakra boost from the EMS. He went from being fatigued just from using a single Amaterasu / incomplete Susano'o to suddenly being able to spam both of them all day on a much higher level (bigger Enton Jutsu, more complete Susano'o [legged version, etc]). It's not just "War Arc Chakra Inflation" at work here, it was immediately used to highlight Sasuke's increased powers when he entered the war after recovering.
There's also that statement "I can feel Itachi's power flowing into me." Obviously this is somewhat vague, but given the other evidence of Sasuke's increased power, it seems far more likely that Sasuke, at least to some extent, "fused" his power with Itachi's. Even the fact that the EMS is a "merger" of the two MS patterns suggests that their powers combined. Otherwise, the transplanted eye would simply look like the previous owner's MS, just like every other MS transplant we've seen.
We know that Uchiha eyes contain a large portion of the Uchiha's power. Obito stated that just transplanting a single Rinnegan from Madara nearly overpowered him, whatever that means. In the case of the EMS, however, Sasuke isn't trying to "control" a transplanted eye; Itachi's MS fused with Sasuke's chakra and created a new eye, the EMS. In other words, Sasuke received a purely beneficial boost, whereas Obito's came with some limitations. The Obito/Rinnegan situation is merely illustrative of the fact that powerful Doujutsu can contain massive chakra.
When an Uchiha gains MS, it seems that the Uchiha's own chakra increases a bit to match the eye upgrade (or more accurately, the eyes reflect a natural increase in chakra). For instance, Madara "unlocked" Susano'o when he gained the MS, and didn't lose it when he fought without eyes; the ability was a result of his chakra changing. Therefore, Sasuke didn't merely "trade" his MS for Itachi's. To some extent, Sasuke had some "MS-level" chakra within him, even after he lost his eyes. Itachi's eyes then provided a boost compared to Sasuke's former MS chakra.
TL;DR: The EMS grants a chakra boost, and doesn't just cure blindness. It's both obvious and supported by manga facts.
Oh, and with regards to people saying, "Yeah, but more chakra =/= more powerful chakra," that argument isn't as persuasive when the jutsu at issue is literally a manifestation of chakra. In this case, Susano'o is more similar to a Bijuu (another manifestation of chakra), and we know that dividing a Bijuu's base chakra shrinks the Bijuu proportionately (see: Kurama). In other words, more base chakra = bigger/stronger Susano'o.
The "more powerful chakra" argument is closer to situations where Sasuke gains a unique chakra boost (Cursed Seal, Rikudou Chakra) and creates a Chidori with black lightning. That's where the chakra is "more powerful" despite the technique being the same size.
I agree, however, that the ability to use Susano'o is representative of the Uchiha clan's "powerful" chakra; people with a greater volume of chakra (Ai, Kisame, Naruto, Hashirama) won't be able to use Susano'o. A lot of this could also be a result of the Uchiha Clan's chakra being heavily Yin oriented (perhaps lending itself to creating forms?). However, I'd still argue that once the issue becomes a comparison of who can create a larger Susano'o, chakra volume becomes relevant.
