I'm not sure we're talking about the same meaning of CUSTOM...
I want to be able to use such FAN MADE stuff like 'Katon: Hi Kaiten' (FIRE-based Kaiten) or 'Hyoton: Koori no Gatsuuga' (ICE-based Gatsuuga).
That's just some RANDOM ideas I made up on the fly.
But I at the very least would like to be able to "teach" Naruto to use Chidori, or Hinata actually use Rasengan, or combine Kage Bunshin with the Akimichi growth, etc.
All of this is really kinda easy to program jutsu-wise (not GRAPHICS-wise, of course).
I don't even want flashy animations to begin with - I'd be perfectly OK with a 2D game, as long it has THIS level of versatility.
But I guess one can only dream...
That's why I was so hopeful about NSUNS Revolution being for PC - except it's too hard-coded to be easily CUSTOMIZED beyond mere "clothing".
I tried some modding, but it was pitiful.
And nobody CARES to actually improve it the way I want, it seems.
Really sad, cause such a CUSTOM game would attract 9000 times MORE players.

You totally undermine that this is a NINJA WORLD related franchize.
Exactly the same way like it makes perfect sense to wish such level of TECHNIQUE customization for the DBZ games.
What's the point of having 9000 jutsus, if you can't LEARN all or most of them?
Yes, I feel like Orochimaru, lol.
But that's what I've wanted for Digimon as well, so it's NOT original to Naruto in my case.
I probably blame it on Pokemon having TMs (or maybe the Tamers season having CARD SLASH).
But it's such a GREAT idea that I digress, ya know.

Also, YOUR opinion will differ from 9000 OTHER people's AS WELL, Mr. Arrogant.

The picture in the upper middle depits Madara's PS flying/jumping using Yasaka Magatama againts Mokuryu. We have Kyuubi firing a TBB and the Iso Susanoo fighting Mokujin. Interesting, but my expectations are low. It's gonna be incomplete as usual and without major changes.
