Yea he was nerfed. Neji pulled a jyuuken against shira and yet he didn't bother hitting other body parts and instead he just hit at the same spot where shira is only blocking. SP and their lazy animation smh.

Well I'm not that impressed. I was expecting Neji to fight formidable opponent but instead he fight with weak random fodders while Lee takes someone like Shira instead. The only thing that really stands out is his intelligence; his ability to pull out great strategy and that's it.
