Tbh, the animation looks great, however the artstyle and colour is still ugly as hell.
I feel as if they can't animate in the day very well. Because most Night-time scenes in the anime have looked amazing. Yet nearly every day art style has looked horrid

Its like the War has bad weather or something. And all the characters look under-shaded and detailed.

The colours match the weather and tone of the scene.
Madara is pretty much shattering the hopes of the alliance so a cloudy/dull weather is a nice tone to compliment the hopelessness the alliance will feel.
I believe the term is pathetic fallacy or something like that?

Imagine if that episode had the animation of attack on titan, that would be suck but mehhh ain't that happening.

No the art style DOES NOT match the scene at all. They litterly look like they are in a shaded area all the time. They are deliberately toning down the colours. I think its because they are trying to make it look "War" like.

Just look at the weather at 0:26, its a blue sky. Its not dull at all. Yet all the rocks are fully shaded for some odd reason and made to look darker than they should be.
