Im not saying madara can't use ps limbo but he's never shown it so it's up to speculation as for COAT I now agree, but Yomotsu Hirasaka is another thing as you know rinnegan user's each have a unique ability that only they have, and I think of the rinne-sharingan as the most powerful rinnegan so I think Yomotsu Hirasaka is unique to kaguya.

He created and shaped his will into those black staffs. Used Shadow and Light style to nullify ninjutsu which is COAT. COAT >> Izanagi. He was nerfed he could have used unlimited Izanagi and shit but Limbo is good enough.
