lol, his chakra becomes lesser but not when he decides to use the kyuubi chakra and other 8 good pets of his. Besides, the 1000clones will finish the fight before he needs another set. And yes, shadow clones are as strong as the original and can use all his techs.

3rd Raikage, 2nd Tsuchikage, Uchiha Madara, The shadow clones gave these a good fight and when Madara used his wood tech, a shadow clone created like 100 others and did rasengan each with just little chakra from the kyuubi.
