Naruto & Sasuke Progressing As A Pair

I'm really curious about this so please answer this honestly.

We all remember Kishi's Interveiw last year right?

We clearly stated that Naruto & Sasuke progress as a pair, so many believed that Naruto and Sasuke were to be equals by the end of the series.

But in my honest opinion, I've never really saw them as being equal at these three points in the series.

Now Sauske with his EMS may get Perfect Susanoo just to be on pair with Bijuu Naruto by the end of the series.

But were the two ever even equal at any of those three points i mentioned above? Or was one of them stronger than the other?

When Judging Naruto and Sasuke the majority's opinion is based solely on Raw power and flashy techniques, hence biased. The sharingan and it's abilities overall are usually underestimated, they also often over look special feature's the Doujutu's Affiliates, Amaterasu and Susano'o especially which has the ability to regenerate at the users will, and both entities can be modified via Ketai Henka. Naruto may have raw power but he is limited by his only two offenses in his current modes, Chakra arms and Rasengan based attacks which easily fall under the sharingan's ability to anticipate incoming attacks, which has been displayed on more than one occasion.

Up until sasuke going into a coma cos of Itachis Tsukuyomi, Sasuke was stronger, then when Naruto learnt the rasengan, Naruto became stronger (Naruto only lost at the valley of the end cos sasuke tried to kill him, and naruto wanted to save him) then time skip, sasuke was miles stronger, up until Naruto got to sage mode, then Sasuke got EMS and they were equal, but Naruto now has BM, and he's much stronger.. The only way sasuke can get equal (or stronger) is he somehow gets Rinnegan or Perfect Susanoo like Madara, or both
