hmmm debateable since Hagoromo only partook half of the juubi (the chakra but the vessel is not included)

Hagoromo is also just half of Kaguya's chakra so unless Momoshiki with fused Kinshiki chakra fruit is lesser than the god tree and that they never ate any god trees just the red pills, then yes.

Hagoromo chakra > Momoshiki fused. Despite the fact that Hagoromo only had the chakra of the Juubi and not the complete set, which includes the vessel/body.
