I guess in a way we can see that. However, not because they appointed their respective Kage for their village. I would lay the blame of what the Shinobi system has become because of their lack of participation in the village. Besides appointing their Kage representatives for their village they have shown no real interest in what their village really does. Well, none that I could find in the manga.

They were even portrayed to be rather lazy and "carefree." Practically only coming together to make a real decision and flaunt their powers when the idea of a Shinobi Alliance was brought up. Heck, even then they seemed to not care as much.

Why not blame them they are the true power behind the Kages and if the Shinobi system is as old as it's been shown there's always someone higher up that pulls the strings. I see that as a character flaw from Kishimoto to show them as regael in a way. I get ur point also specially in one chapter (which number escapes me) but when they the fuedal lords were playing cards while the war had started was a good example but it show's their importanace also.The Fuedal lord of the Lighting country looks like he could have been bad ass as a shinobi. But that would be to much to many back stories for Kishimoto to develope and we have seen how he does.

True, Kishi does have a limited amount of character development that he can give, but it would have been at least something have seen them when we got a glimpse of the Kage. The only Feudal Lord that we were introduced to was the Land of Fires. Even at the Five Kage Summit the only Feudal Lord that made it was the Land of Fires, which I find strange. If this was such an important meeting (i.e. the threat of Madara returning), then shouldn't ALL the Feudal Lords have been there? It seems odd that only one of them went there to somehow represent all of them. It's like the other four didn't even know who or what Madara was lawl.

Yes they have shown mostly the land of fires Feudal lord but they have also shown some during the time when they were all broadcasting from each country to decide on the shinobi alliance thats how I know what the land of lightings lord looks like he were's glasses and has strong bulid compared the others. But yea i blame alot on Kishimoto being lazy or not really wanting to get into drawing every character.

That's what I am saying. The only time they actually came together and we've seen them was when they actually had to make a decision that impacted how they were to control their own lands. Other than that, I don't think they've really had much of an impact on the Ninja world besides electing the next Kage for their respective village.

And yes, Kishi could have gone into more detail overall, but he is cut for time so it's not like it wasn't gonna happen.
