Well is way more powerful before kurama's control as well when he can use sagemode .He can use sagemode with frogs combined with his body if he don't have kurama. I agree -- that fight was never truly finished, but... Vegeta strongly implied he wanted to keep Goku out of the fight with Buu and wanted to save Gohan. I mean, seriously, Vegeta used all kinds of attacks against buu that he did not use against Goku, so he was hodling back as go9ku was hodling back by not using SSJ3.

And nope, SSJ2 Vegeta > SSJ3 Goku, Goku himself admitted Vegeta was the true SSJ God and he lasted far longer against Billz than SSJ3 Goku did, tagged with Roshi stating Vegeta > Goku at that point, and also Vegeta himself stating that Goku would be the SSJ God "this time".
