No, Tsunade is the only one to use chakra control exclusively, & sakura never surpassed her
The most others have shown much better control feats than both under duress, than mystic healing/poison extraction in a controlled environment or punching the ground.

what you're proposing is not only fan-fiction, but just plain paradoxical & oxymoronic.

If we let U tell it, only sakura & tsunade have any talent in manipulating chakra while the rest of genjutsu & ninjutsu exists in a parallel fiction where chakra molding is automatic, a given & skill is a superfluous empty terminology
