Okay, so I'm going to clear up some things.
I'm going to lead you so that you can educate yourself in the matter. I'm just going to provide a pathway.
What we know about Naruto and his Tailed beast chakra
- He never fully mastered the power when he received the chakra from the Tailed Beasts, nor was he able to bring out the power. Why? No ****ing clue, nor was it shown why.
- Naruto was only able to use the other chakra from the Tailed Beasts after receiving the power up from the Sage
Naruto's Rikudou Sage Mode is not combined with the Tailed Beast chakra to form, in fact it uses ALL of the tailed beasts chakra once it is activated unlike a normal standard Jinchuriki who is only able to bring out the power of the tailed beast they are hosted to.
Look at this:
"One has the senjutsu of the Six Paths blossomed within him", nowhere does it state that he used the other tailed beast chakra to formulate this, but this isn't my hardcore evidence.
Also notice without bringing in manga scans, that Naruto was only able to talk to the other Tailed Beasts inside of his subconscious only after obtaining this power.
Databook on RSM:
As Sasuke's is a gift from the Sage, so is Naruto's. The only reason why RSM was able to unlock the full potential of Naruto's other tailed beast was because of the Sage chakra himself. I mean Hagoromo was the Jinchuriki of the Juubi, his power alone is unthinkable.
So to end this statement -- RSM Is created from Sage senjutsu alone, not from combining the tailed beast chakra. It does not state this in the manga, nor in the databook. The wiki has it wrong as well.

Naruto the Last
Why wasn't Naruto shown using RSM?
1st - The movie was in production before RSM/Sharinngan were showcased. Go look up the production date yourself, and look at the manga when the chapters were released. WAY OFF.
So why was Sasuke using his Sharringan? Well look at the spoilers in which Sasuke WAS NOT shown using the Sharringan, this is probably why Kishimoto's assitance was required in the scene Sasuke appeared because SP had little to none experience handling Kishimoto's God-powers.
But why OP? How come Sasuke used his God power but not Naruto? Didn't SP show Naruto flying? Is that not enough closure for those people who try to downplay Naruto and say he has no sage chakra left? You want me to go further?
Well remember when Kishimoto said this movie was for EVERYONE, that you could see this movie without watching the anime -- or reading the manga? That is the answer itself. Sasuke's appearance was brief, and before that when he was in the village the Sharringan was not activated, only briefly during the meteor scene when he turned around to talk to Kakashi. Same with Naruto, his flying abilities were only shown for about a minute or two, and nothing major of his sage chakra than removing something from Hinata's stomache which was deeply ****ing creepy man. Kurama chakra can't do that XD.

Sage chakra debate. Kishimoto never stated, nor claimed that Sage chakra runs out. Bring me a manga scan or a piece of information that states Sage chakra depleted when he gave it to Naruto/Sasuke. People don't understand that these powers merged with them, it is like any other ability. Sasuke activates the Sharringan with Sage chakra, like how he activated it with Hagoromo's chakra in the first place. Naruto gained RSM with sage chakra, hence why he uses it every time he fights.
If he made temporary abilities wouldn't he have stated that in the manga same with Obito giving Kakashi his MS eyes? Of course, but he didn't. In fact Sasuke was the biggest example, with him having his Sharringan eye activated during Chapter 699, I mean how weird would it have been if Naruto kept his RSM form 24/7? ._.

The big header basically says it's a gift from the ancestor of shinobi that grants a supernatural mental state allowing for the complete, universal comprehension of all things.
From what I can make out of the main body of text, it says that this is a technique that allows the user to quickly grasp the nature of chakra with the skill of a well-studied, highly sensitive master. It also seems to have a bunch of philosphical stuff about the Sage of Six Paths which is hard to make out because I can only read about half of it.
Top caption says that the caster has an unconcious/automatic mastery of the Sage of Six Path's "ability to levitate" (浮遊する能力, fuyū suru nōryoku).
Second caption says, "Kicking a Truthseeker Orb! Surpassing Kurama Mode, his vast chakra lets him perform this risky stunt!"
Third caption says, "His reaction speed meets or exceeds that of Madara in his Ten Tails Jinchuriki Form. It's the height of sensory ability!"

Kishimoto barely worked on the movie, he did not finalize it, but probably brought his own ideas into the movie. As you can see he clearly worked on Sasuke appearing with his rinnegan during the meteor fight, and Naruto fighting Toneri in space while flying. Though, he did not showcase Naruto in his full RSM. It begs to differ that those two abilities would lead to confusion on a bigger scale since Toneri's abilities were introduced with plot, and Naruto/Sasuke were not shown for those who do not read the manga (or those who are just going to see the movie for themselves).
