There's virtually no way you can have a strong character here. In your last RP, there were just a bunch of autists/mentally challenged who wanted to be madara. You just have to stop those people, not other good rpers who can control themselves.

"A little slower", not really. You changed this from a roleplay to a roleplayinggame, with the exp system and stuff, which I might add I'm a big rpg gamer, and this is one of the slowest systems I've ever seen.

It's slow because the Kage are suppose to be handing out missions, training, and giving exp points, but they are not doing so which means I have to respond to every one train everyone and provide all the missions.

Kage please start giving missions so people can level up. it takes too long for just me to it all.

My last PR had some really active kage which contributed greatly to its success. Aside the Hokage, the other kage are in it for themselves at the moment which isn't flying.
