Why peoples assume Naruto the last, the event after VOTE 2 is different from Naruto at VOTE 2

Naruto at VOTE 2 still had his RS power after sealing Kaguya, but because of he is exhaustion of power/chakra after clashing his attack with Sasuke, he revert back to his base mode.

That's mean, The Last Naruto still retained his RS power like Sasuke still retained his Rinnegan eye

Plus Naruto the last is more matured than VOTE 2 Naruto and sure is improving his ability even if war is ended.

He wouldn't need to seek them out. Naruto's body is the meeting place for all the tailed beasts. Kurama simply has to "summon" them and then they can all share chakra and what-not.
